In order to further strengthen the management of the installation and disassembly of construction hoisting machinery, and standardize the installation, disassembly and inspection behaviors of the responsible units of all parties, in accordance with the "Regulations on the Safety Management of Subprojects with More Dangerous Sub-items" (Order No. 37 of the Ministry of Housing and Urban-Rural Development), "Implementation Rules for the Safety Management of Sub-projects with More Dangerous Sub-items" (Su Jian Zhian [2019] No. 378) and relevant regulations such as construction crane management regulations, standard specifications, inspection and inspection procedures, combined with the actual situation of our city, will now be strengthened The relevant matters concerning the installation, disassembly and inspection management of construction hoisting machinery, and the implementation of standardized management tables are notified as follows:


1. Preliminary guarantee for installation and disassembly operations


(1) Crane positioning and operating environment requirements. Before the start of the project, the general construction contractor shall be responsible for compiling and providing the installation subcontractor with the hoisting machinery layout plan, the structural drawing of the attached anchor point, and the anti-collision safety measures for the group tower operation in accordance with the construction organization design and operating environment requirements. And other items.


When the same construction contractor installs and uses multiple tower cranes on the same construction site, the construction contractor shall formulate anti-collision safety measures. When multiple tower cranes are installed and used by different construction units on the same construction site, the construction unit shall organize and formulate anti-collision safety measures.


(2) Site survey requirements. Before the preparation of the special construction plan, the installation unit should appoint professional and technical personnel to survey the operating environment, and receive materials such as the floor plan of the hoisting machinery, the architectural structure drawing of the attached anchor point, and the anti-collision safety measures for the group tower operation. After the site survey is completed, the installation subcontractor, construction general contractor and other units should sign on the site survey form (see the corresponding form in the appendix) for confirmation.


The site survey form is included as one of the contents of the special construction plan for the installation. When the installation unit declares the notification of the installation of construction hoisting machinery, the site survey form should be listed on the homepage of the special construction plan and scanned and uploaded, otherwise it will not be accepted.


(3) Adopt the wall attached form requirement other than the manual. In the case of wall attachments other than those in the manual, the construction unit or rental unit shall entrust the original manufacturing unit or professional manufacturing unit to carry out special design and manufacture of the attached structure. The design document is used as an attachment to the special construction plan of the installation and disassembly project. When the construction general contractor organizes the demonstration of the special plan, it only demonstrates the content of the construction plan for the installation and disassembly of the lifting machinery.


After the attachment structure of the entrusted special design is manufactured, it shall be inspected and passed the factory according to the special equipment manufacturing regulations, and its manufacturing and delivery inspection certificate shall be listed as one of the documents submitted for entrusted attachment inspection.


2. Reinforce the responsibilities of all parties and strengthen the management of assembly and disassembly operations


(1) The management and control requirements of the general construction contractor. Before the implementation of the special plan, the construction general contractor shall organize the plan according to the regulations; before each installation or disassembly operation, the operators of the assembly and disassembly unit shall be registered and the safety technical report shall be signed and confirmed by both parties.


During each assembly and disassembly operation, the construction general contractor should arrange a full-time safety officer to supervise the process, check the implementation of the plan, and truthfully record the supervision records. Violations and potential safety hazards should be corrected and stopped in time to ensure the safety of assembly and disassembly operations.


(2) Management and control requirements for installation and disassembly units. When the operator of the installation unit enters the site (including each attachment jacking), they must first inform the construction general contractor, and only after the construction general contractor has registered and confirmed and the safety technology clarifies, can they enter the assembly and disassembly operation site. Before installation and disassembly (including each attachment jacking), the professional and technical personnel of the installation unit must conduct an inspection, and it is forbidden to install unqualified parts and structural parts.


After the lifting machinery is installed, the installation unit shall organize a self-inspection. For those unqualified due to installation quality reasons, they shall be handed over to relevant departments for processing in accordance with the provision of false self-inspection certificates.


(3) The management and control requirements of the supervision unit. The supervision unit shall compile the detailed supervision rules for the installation and disassembly of construction hoisting machinery in accordance with the regulations, and implement special inspections and side station supervision for the installation and disassembly (including each attachment jacking) construction situation. If violations of regulations and potential safety hazards are found, they shall be ordered to rectify or stop assembly and disassembly, and report to the construction unit in time. If the construction unit and subcontractor refuse to make rectification or stop the assembly and disassembly, they shall promptly report to the construction unit and the local housing and construction department or safety supervision agency.


(4) Testing and inspection requirements of testing units


1. The construction hoisting machinery inspection unit shall establish a hoisting machinery acceptance commission and inspection and testing work flow in accordance with the regulations and relevant regulations. Starting from June 1, 2020, the testing unit should first conduct a data review, and the data can be subject to physical testing only after the data has passed the review. The data review record (see attachment) is uploaded to the smart safety supervision platform of our bureau along with the test results, and the testing unit is responsible for the data review results.


2. The testing unit shall carry out physical testing in strict accordance with the testing procedures and relevant management regulations of our city, and shall bear the testing responsibility if the corresponding testing fails to detect, should be discovered but not found hidden dangers and causes safety accidents. During the inspection, if there is a major safety hazard, it must be reported to the local housing and construction department in time.


3. In line with the principle of convenient service, the testing unit should set up a sampling window nearby, publicize the process and supervise the telephone. Actively develop and construct the inspection system of the unit, realize the completion of the docking with the city's smart safety supervision system as soon as possible, and provide construction and installation units with fast services that can receive electronic inspection reports through the smart safety supervision system.


3. Intensify supervision and spot checks, and tighten the responsibilities of all parties


(1) Strengthen supervision and spot checks on the implementation of the main responsibilities of all parties. The safety supervision agency will combine with daily random inspections, and increase the supervision and random inspections after notification of assembly and disassembly in accordance with the requirements of this notice, focusing on random inspections of the implementation of safety management responsibilities and standardized management of assembly and disassembly operations by the construction general contractor, supervision, and installation units. Table usage. Those who fail to implement effective management of assembly and disassembly operations in accordance with the requirements of this notice shall be dealt with severely by the responsible unit; for violations of laws and regulations, they shall be transferred to relevant departments for administrative punishment.


(2) Strengthen the supervision of inspection units. Safety supervision agencies will take various forms to carry out supervision and spot checks on the quality of construction hoisting machinery, by hiring professionals or purchasing technical services to assist in supervision and boarding inspections. Any violations of laws and regulations found in supervision and random inspections shall be dealt with in accordance with the law and rectified within a time limit. If the circumstances are serious, they shall be transferred to the relevant departments for investigation and responsibilities in accordance with the law.


The hiring and purchasing of services adopts an avoidance system, and the safety supervision agency will hire or purchase relevant personnel or units that do not have any testing operations in the jurisdiction to conduct inspections.
